Compliance with IOSCO Principles

Within the scope of the efforts to regulate the procedures and principles regarding the creation, calculation, publication, execution, supervision and management of Financial Benchmarks in compliance with the "Principles for Financial Benchmarks" of The International Organization of Securities Commissions, in order to get an “equivalence” decision from the European Union (EU) Commission, the Capital Markets Board has made amendments to the “Regulation on Principles of Foundation, Activities, Operations and Audit of Exchanges and Market Operations” and the “Regulation on Principles Relating to Exchange Activities” in line with IOSCO Principles for Financial Benchmarks and in the meeting of the Board of Directors of Borsa Istanbul A.Ş., dated 22.09.2022 and numbered 2022/24, it was decided to accept the “Directive on Financial Benchmarks Compliant with IOSCO Principles”, which was created based on the aforementioned regulations.

Furthermore, in order to comply with the “IOSCO Principles for Financial Benchmarks”, all processes of the Financial Benchmarks have been reviewed, and the following procedures which are prepared based on the “Directive on Financial Benchmarks Compliant with IOSCO Principles”will be effective from 29.09.2022. Statement of Compliance

Borsa İstanbul has ensured compliance with the IOSCO Principles for Financial Benchmarks, and has published its statement of compliance the first time as of 31.12.2022.

In addition, the “Independent Practitioner’s Assurance Report on Borsa İstanbul's Statement of Compliance with the IOSCO Principles for Financial Benchmarks ” was prepared by PwC Bağımsız Denetim ve SMMM A.Ş. (PwC Türkiye). as of 31.03.2023.

Within the framework of IOSCO's opinion that compliance statements should be renewed annually, "Borsa İstanbul's Statement of Compliance with the IOSCO Principles for Financial Benchmarks " and "List of Financial Benchmarks compliant with the IOSCO Principles for Financial Benchmarks " have been updated as of 31.12.2023 and can be accessed from the links below.

 

Compliance with ESMA Guidelines on ETFs and other UCITS Issues

 

European Securities and Markets Authority (ESMA) enforced Guidelines on ETFs and other UCITS issues on February 18, 2013. The Guideline was updated and revised on August 1, 2014. -ESMA/2014/937.
