İbrahim M. Turhan, born in İzmir-Turkey in 1968, graduated from Lycée de Galatasaray İstanbul (Galatasaray High School). In 1987, he entered Boğaziçi University, Faculty of Economics and Administrative Sciences, Department of Management. After successfully achieving his undergraduate degree, he joined the Institute for Banking and Insurance Studies at the Marmara University in Istanbul, as research and teaching assistant, where he pursued his graduate studies in financial economics. He received his MA degree in International Banking in 1995, and his Ph.D. degree from the same university in 2001. Mr. Turhan was awarded a scholarship from the Marmara University Research Fund, and conducted a research on ‘the saving and investment behaviours of Turkish households’ at the European Institute in the University of Geneva (L'Institut Européen de l'Université de Genève IEUG). He also worked as a visiting research fellow at the Banking Centre in Loughborough University. Mr. Turhan lectured at various universities in Istanbul. He joined the Yeditepe University as an assistant professor, where he worked as the head of the International Business and Trade Department and the Banking and Insurance Management Department. Mr. Turhan also held the positions of Director of School of Vocational Studies and Director of the School of Foreign Languages in the same university.
Mr. Turhan has many articles on financial economics, macroeconomics, and political economy published in periodicals in Turkish and English. He served as Managing Editor and Editor in Chief in sectoral journals published on banking, finance and finance technologies. On April 1st 2004, while he was working as a part-time assistant professor at the Faculty of Economics and Administrative Sciences in Beykent University, Istanbul, Mr. Turhan was elected as Board Member by the General Assembly of the Central Bank of Turkey. Mr. Turhan was elected as member of the Monetary Policy Committee by the Board on June 7th, 2006. He was appointed as Deputy Governor on May 8th 2008. He also served as a member of the Advisory Board of the Contemporary Turkish Studies Chair at the London School of Economics and Political Science (LSE) European Institute until the end of 2011. Mr. Turhan is a member of the Leaders' Circle as well as the Advisory Board of the Global Economic Symposium organized by the Kiel Institute for the World Economy. Mr.Turhan was appointed as the Chairman & CEO of İstanbul Menkul Kıymetler Borsası on January 1, 2012.

Osman AKYÜZ / Deputy Chairman
Osman Akyüz was born in Trabzon in 1954. After completing high school in Adapazarı, he earned his BA degree from Ankara University Faculty of Political Sciences in 1977. Mr. Akyüz started his career as deputy inspector with the Ministry of Finance in 1978, where he continued to work until 1983, when he joined the private sector. Mr. Akyüz worked as financial consultant and auditor for a large construction group between 1983-1985, following which, he started to work for Albaraka Türk participation bank in 1985. He served as Manager and Deputy General Manager of the Bank and was promoted as General Manager on January 1, 1996. Mr. Akyüz retired from Albaraka Türk on March 5, 2002 and currently serves as Executive Director of the Bank. Mr. Akyüz is also Chairman of Istanbul Development Agency of Turkey, Board member of Sinpaş Gayrimenkul Yatırım Ortaklığı (Sinpaş Real Estate Investment Trust), and Istanbul Chamber of Commerce Assembly member. Mr. Akyüz has been Secretary General of the Participation Banks Association of Turkey since 2002. Mr. Akyüz is married with two children and speaks English.
Mustafa BÜYÜKABACI / Member
Mustafa Büyükabacı graduated from Industrial Engineering department of Bogazici University Engineering Faculty in Istanbul. After the graduation in 1984, he completed his master of science in Industrial Enginnering in the same university. Büyükabacı had worked as an assistant in the same department during his post graduate study. After 1989, he had worked as manager in several Capital Markets and Asset Management institutions. He focused in Asset Management and developing investment vehicles. In 1993, he joined Ulker Group and founded Tac Investment Trust, which is a public fund management company, as the founding managing director and board member. Besides the management of TAC Investment, he acted as Capital Markets and Investment Advisor to Yıldız Holding, board member in Family Special Finance House and again board member in several other industrial or commercial companies in Ulker Group. During his career in the Group, he founded BMD Securities as founding managing director and board member. He lead and finalised several takeovers, mergers and acquisitions projects for Yıldız Holding. Büyükabacı founded Real Estate Investment Group under the umbrella of Ulker Group as the founder Chief Executive Officer of Real Estate Investment Group. That made the Real Estate Investment activities as a business line and a corporate organisation among other industrial and commercial activities of Yıldız Holding, Ulker Group. He resigned from Ulker Group at the end of year 2010 and set up his own business, which is Asset Management and Investment. He has his own business Birler Ltd which is investing in real estate, food and agriculture business. He is acting as nonexecutive board member in BİM Birleşik Mağazalar A.Ş and also acting as vice chairman of the Board of Trustees in Istanbul Sabahattin Zaim University.
Seyit Ahmet IŞKIN / Member
Born in Sivas in 1973, Seyit Ahmet Işkın graduated with a B.S. degree from Istanbul University Faculty of Political Science in 1996. He received his M.S. degree program in Banking at Marmara University Banking and Insurance Institute. He is Ph.D. candidate at Haliç University’s Management Doctorate Program. During years 1996-1999 he served as General Secreteriat for a non-governmental organization. During the period 1999-2007, he performed in auditing and controlling units of miscellaneous instituitions operating in Banking, Financial Leasing and Capital Markets sector. Between 2008 and 2013, he worked as President of Supervisory Board and Vice President in Istanbul Gold Exchange. As an offical representative of Istanbul Gold Exchange, he was the member of Markets and Instruments Committee of Istanbul International Financial Center and presented membership in the Tenth Development Plan of Speciliazation Commission of Financial Services. Işkın, vice president of Alumni‘s Society of Istanbul University Faculty of Political Science and a member of Turkey’s Institute of Internal Auditors, has books and articles published in Banking field. He is married and has two children.
Melikşah UTKU / Member
Mr. Utku was born in Ankara in 1968. He graduated from Mechanical Engineering Department of Boğaziçi University (Istanbul, 1990). He completed his graduate studies in London School of Economics (1990-1992) and Masters Degree on economic development in Marmara University (Istanbul, 1998). In 2004, he served as consultant to the General Manager of Albaraka Turk. He worked as the head economist on Albaraka Turk between In 2006 - 2007, and after completing the IPO of the bank, worked as the Investor Relations Manager from 2007-2009. He was appointed Assistant General Manager in December 2009 primarily responsible for Information Processing, Information Technologies System Support, Information Technologies System Strategy and Governance and Project Management Departments. In addition, he was an economics columnist for Yeni Şafak newspaper for over 10 years (1995-2009).
Dr. Talat ULUSSEVER / Member
Dr. Talat Ulussever was born in Adana, Turkey in 1970. Holding a BA degree in Public Finance from Ankara University (Turkey) and a Master’s degree in Management of Financial Recourses from Carnegie Mellon University (USA), he earned his Ph.D. degree in Economics from the University of Kansas (USA) in 2004. During his graduate studies, he worked as teaching assistant, instructor and financial analyst at different universities and institutions in the U.S. After acquiring his Ph.D. degree, Dr. Ulussever joined Benedict College in Columbia, South Carolina (USA) in 2004 as Assistant Professor of Finance and taught Economics and Finance until 2007. Besides his academic career at Benedict College, Dr. Ulussever also served as consultant to the Business Development Center and Community Development Corporation of the College. Dr. Ulussever continued his academic career as Assistant Professor of Finance at King Fahd University of Petroleum and Minerals in Dhahran, Saudi Arabia where he has taught and conducted research in economics and finance.Throughout his graduate and post-graduate studies, Dr. Ulussever has attended numerous international academic symposiums as presenter, discussant as well as chair and published academic papers at internationally recognized journals. Moreover, Dr. Ulussever has actively participated in many research teams and served as principle investigator, co-investigator as well as consultant on sponsored research projects in the U.S. and Saudi Arabia.Promoted to the rank of associate professorship by the Council of Higher Education of Turkey in February 2013, Dr. Ulussever has served on Editorial and Scientific Boards of various international academic journals and institutions. Dr. Ulussever has been working for the Investment Support and Promotion Agency of Turkey (ISPAT) since 2010 as Chief Project Director and Advisor to the President. Dr. Ulussever is fluent in English and has intermediate knowledge of Arabic. He is married with four children.
İlhami KOÇ / Member
İlhami Koç graduated from Ankara University Faculty of Political Sciences in 1986, and started to work in the Inspection Board of Türkiye İş Bankası A.Ş. (İş Bank) the same year. Koç took part in inspection and interrogation efforts for İş Bankası, and in 1994, he was appointed to work temporarily in the management of a private bank transferred to the Central Bank of the Republic of Turkey. He was appointed as Assistant Director of İş Bankası Securities Department, where he was engaged in equity market transactions, investment fund management, and was also responsible for international capital markets operations. Koç was appointed as the Director responsible for the capital markets and portfolio management in İş Yatırım Menkul Değerler A.Ş. (İş Invest Securities) on January 3, 1997. İlhami Koç was promoted to Assistant General Manager on April 16, 1999, in which capacity, he was responsible for corporate finance, research, and domestic and international capital markets. He was appointed as the General Manager of İş Girişim Sermayesi Yatırım Ortaklığı A.Ş. (İş Venture Capital Investment Fund) on September 11, 2001, and then as General Manager of İş Yatırım Menkul Değerler A.Ş. on April 28, 2002. Koç was promoted as Assistant General Manager of Türkiye İş Bankası A.Ş. on January 30, 2013.
Koç has taken part in the boards of directors of various capital markets institutions, and is currently Chairman of İş Yatırım Menkul Değerler A.Ş., as well as board member of İşbank AG, CSJC Isbank and Şişe Cam Fabrikaları A.Ş.. İlhami Koç was elected as Turkish Capital Markets Association Chairman on July 8, 2014, and in this capacity, represents the Association in Borsa İstanbul Board. Koç has participated in numerous trainings, seminars and conferences in Turkey and abroad, and has lectured specialists and managers of varying levels on the capital markets. İlhami Koç is married with one child, and speaks English.
Işınsu KESTELLİ / Member
Işınsu Kestelli was born in Konya in 1962. After graduating from American Collegiate Institute high school in İzmir in 1981, she received her B.A. degree from the Faculty of Economics and Administrative Sciences of Dokuz Eylul University, İzmir in 1985. She started her career in 1992 by joining İzmir Commodity Exchange as a member of the Edible Oils Professional Committee, and became member of the Board of Directors in 1995. Mrs. Kestelli served as Vice Chairperson of the Board of Directors from 2003 to 2009 in İzmir Commodity Exchange where she was elected as Chairperson of the Board of Directors in 2009. Mrs. Kestelli has also serving as Chairperson of the Board of Directors in Turkish Derivatives Exchange since August 2007. Presently, Mrs. Kestelli is involved in international edible oil trade. She is founding partner in the privately owned Agrilink Agricultural Products Ltd Co. where she continues her trading activities. Mrs. Işınsu Kestelli is Member of numerous organizations such as TOBB External Relations Commissioner, Turkey-EU Joint Consultative Committee Member, Board of Women Entrepreneurs, KAGİDER, Aegean Economic Development Foundation (EGEV), Aegean Young Businessmen's Association (EGIAD) Advisory Board, İzmir Economic Development Coordination Board, Dokuz Eylul University Foundation Board of Directors, EXPO Steering Committee Member and Co-Chair of the Committee of İzmir Economy Congress Events. Mrs. Kestelli is married with one child and speaks English.
Murat TACİR / Member
Murat Tacir was born in Istanbul in 1970. After completing his secondary and high school education in Kadıköy Anatolian High School, he graduated from Istanbul University’s Faculty of Business Administration. Afterwards, he studied at University of California Berkeley in the field of Marketing. Starting his career in 1994 in Sümer Plastik A.Ş. and he sustained his duty for 3 years firstly as Finance Director and subsequently as Chief Financial Officer. In Tacirler Securities that he has been working since 1995, he conducts his duty of General Manager and Member of the Board of Directors. He carried out the membership of Auditing Committee of Istanbul Stock Exchange between the years of 2012 and 2013. In addition to membership of Stock Exchange Brokers’ Managers Association and Turkish Institutional Investments Managers’ Association. Mr. Tacir is married and has two children.
